From humble beginnings in 2007, OTC has grown in size to close to 60 employees in 2019, which together offer the full range of Professional Engineering services to the offshore oil and gas industry. This includes our independent third party well control equipment verification services, to casing and cement design, and professional engineering review. We also offer a unique service that has grown into what we term, ‘international regulatory proxy’. Growing in demand in West African countries, the proxy service is one in which OTC essentially functions as a Bureau of Safety and Environmental Enforcement (BSEE) in countries that do not have a robust, or even a modest, regulatory agency. If a country’s requirements are, for example, that wells be plugged and abandoned according to US Gulf of Mexico regulations, OTC’s engineering team can review those plans, approve them and then monitor the operation. If there are subsequently any modifications to those plans, OTC can review them and approve and certify that the job plan was executed according to US Gulf of Mexico regulations. Our Professional Engineers provide stamped documentation once projects are completed certifying compliance with applicable US Code of Regulations.

Aside from our core service offerings, OTC is breaking new ground by bundling services together in what we like to call ‘dual service delivery.’ We have a unique ability in the industry to save both time and expenditure and provide more efficiency to our clients. For example. In a deepwater environment, a client might have two third party surveyors and two testing specialists working on a single location. We can do the same work with three, or even two people. This saves the client from concerning themselves with costly logistics, but overall it saves our clients time. Essentially, OTC adds value by packaging these services together into a more efficient offering.
