Mike has been CEO of OTC since 2009 and has led its expansion from its original Corrosion & Erosion Surveillance focus to a full service offshore oil and gas regulatory compliance company. His background in Executive Management spans over 25 years in both the private and non-profit sectors. However, his grass roots are in the oil and gas industry. A 1986 graduate of LSU, his oil and gas career began as a Roustabout with Global Marine Drilling in the 80’s aboard the Glomar IV. His offshore experience also includes production operations in the GOM with W&T Offshore. Certified in Ultrasonic Testing, Well Control, and Production Operations, Mike has been integral in the development of the entire spectrum of OTC services, including the recent addition of offshore regulatory compliance training programs for drilling operations, production operations and USCG.

William Sheffield, CFO
Bill is the Chief Financial Officer of Offshore Technical Compliance LLC and several other affiliated companies. Bill has 33 years of industry experience in both upstream and downstream activities. He holds a Bachelor’s degree in Finance from Louisiana State University and is a Certified Public Accountant. Bill began his career with Shell Oil Company in Downstream Marketing working in supply and distribution, accounting operations, pricing, competitive analysis, performance analysis, and business planning before transferring to the Upstream Division with responsibility for project economic modeling analysis and project funding for many deepwater exploration and development prospects. Bill is a past member of the New Orleans chapter of the Council for Petroleum Accountants Society and has served on the Board of Directors and was a past President.

Laura Peed, VP of Operations
Laura is responsible for managing the day-to-day operations for OTC including the coordination of inspection schedules, logistics, inspector relations, marketing, contract administration and insurance. In addition, she oversees regulatory compliance reporting, SEMS field audits and inspector training programs. Laura brings with her over 18 years oil and gas industry experience. She has a background in oil and gas marketing and transportation, pipeline scheduling, production allocations and reporting and revenue accounting audits with Woodside Energy (USA) Inc., as well as organization of data rooms, third-party reserve reports, engineering/geology technician and contract administration with Collarini Engineering Inc. and Explore Enterprises LLC.

Dane analyzes test documentation prior to submission to BSEE. He provides technical expertise to clients and colleagues regarding digital pressure testing. He plans, coordinates, and supervises daily operations. Dane oversees site surveys/installations along with all remote monitoring operations. Dane created all GreenLight training and fixed-step curriculum. He is responsible for the recruitment, training, and performance of all GreenLight Specialists.

A Professional Engineer responsible for BOP verification, trend analysis and BOP test design efficiency, John oversees the OTC Engineering department. He provides technical training and support to GreenLight users. John is also responsible for field-based installation, commissioning, and operation of GreenLight Digital Pressure Testing software and related equipment. He helps to train rig personnel on the utilization of GreenLight and its related programs, including the “Blueprint” test planning tool and the “Leaflet” documentation tool. John is current on API Standard 53 and relative regulatory documents to ensure BOP testing and verification meets appropriate requirements. He is also fully trained and approved to administer remote support and monitoring through OTC’s 24/7 Support Service Center.

A Petroleum Engineer responsible for BOP testing, trend analysis and BOP test design efficiency, John provides technical training and support to GreenLight technicians. He is also Responsible for field based installation, commissioning, operation of BSEE approved Greenlight Digital Pressure Testing software and related equipment. John helps to train rig personnel on utilization of Greenlight and related programs including the “Blueprint” test planning and analysis tool and the “Leaflet” documentation tool. Current on API Standard 53 and related CFR to ensure BOP testing meets new well control rule requirements. Also fully trained and approved to administer remote support and monitoring through OTC’s 24/7 Support Service Center.
