OTC’s Drilling Regulatory Compliance Training Focuses on Awareness and Competence to Handle the Unexpected

The industry, media and regulatory agencies agree: The greatest potential danger in offshore drilling is human error.

The oil and gas industry has many checks and balances – with many more ahead – to ensure safe operations, but solving the issue of human error will not happen simply with checklists, logging drilling simulator time and JSA’s. A deep level of understanding, awareness and competence to mitigate potential problems instills confidence in drilling personnel – before ever stepping onto an offshore rig. That is the approach Offshore Technical Compliance takes in its intensive Offshore Drilling Regulatory Compliance training.

“The goal of this training series is to train rig personnel on how to spot potential issues before they become a hazard,” said CEO Mike Bethea. “Our goal is to arm rig personnel, company men, drilling supervisors, HSE staff with practical real-world examples and training on how to identify non-compliances so they can competently and confidently handle their role on a rig, ensuring safe operations.”

OTC’s Offshore Drilling Regulatory Compliance training is an intensive and interactive five-day (35 hour) course designed for drilling personnel with experience in the oil and gas sector who have regulatory compliance responsibilities including drilling engineers, company men, HSE managers, offshore installation managers, rig managers, tool pushers, subsea engineers, drilling superintendents, drillers and maintenance staff.

This IADC-accredited course helps all levels of rig personnel accurately identify and effectively explain potential regulatory and compliance-related deficiencies that could, if unresolved, lead to potentially disastrous situations on a drilling rig – particularly in operations where the nearest assistance may be located miles away on shore.

“The objective of this course is to provide a deep-level understanding and knowledge of applicable offshore drilling regulatory compliance requirements, as well as inspection methodology and skills, so personnel can confidently assess and actively prevent unsafe situations,” Bethea said.

To ensure understanding and retention of the topics covered, OTC’s Offshore Drilling Regulatory Compliance training is interactive and includes instructor-led classroom time, workshops, slideshow presentations, printed documentation and real-world case studies. Catering to multiple learning styles helps actively engage participants in a meaningful way to ensure an 80% pass rate, as mandated by IADC.

“Additionally, one of the best ways to learn is from past mistakes that show the potential outcome when a compliance issue is overlooked or even disregarded,” Bethea said. “By incorporating actual offshore case studies, course participants can step into multiple real-world situations and learn to make better choices.”

OBJECTIVES

At the end of the course, participants should be able to demonstrate an understanding of the following critical objectives including:

  • Developing a fundamental knowledge and understanding of offshore drilling regulatory requirements and inspection methodology and skills.
  • Identifying the primary governmental agencies and their associated regulations pertaining to offshore drilling operations.
  • Identifying the secondary governmental agencies and their association to offshore drilling operations.
  • Understanding the various BSEE regulations/potential incidents of noncompliance (PINC’s) as identified by activity or topic.
  • Locating, interpreting and applying regulatory requirements as identified by the Code of Federal Regulations or similar regulatory documents.
  • Demonstrating an understanding of the details necessary to prove compliance with a rule or regulation.
  • Identifying systems having frequency-based testing requirements.
  • Knowledge of frequency-based testing requirements.
  • Knowledge of requirements of Safety and Environmental Management System program.
