Offshore Technical Compliance is changing the game when it comes to drilling and well intervention compliance services. No more is it necessary to search for multiple contractors to assist with the various stages of regulatory compliance. Today, there is a one-stop regulatory compliance source for well planning, pre-mobilization and operations assistance – OTC.

OTC set out to change the landscape of compliance service delivery in the Gulf of Mexico and beyond, said Mike Bethea, OTC CEO.

“By having access to multiple critical compliance services through one turnkey provider, clients can see cost savings while improving their level of compliance verification by using our integrated team of cross-trained technicians,” he said.

OTC’s combined service model includes Bureau of Safety and Environmental Enforcement (BSEE) PINC compliance inspection; verification of compliance; digital pressure testing; failure reporting; data collection, analysis and trend reporting; and operational integrity and reliability inputs.

Well Planning

Under its well planning services, OTC offers:

  • Compliance review prior to permit submittal
  • Third-party BOP verification of compliance/shear calculations
  • Rig acceptance inspection
  • Coast Guard inspection
  • Third-party equipment inspection
  • Rig crew competency assessment
  • Compliance training
  • Test planning and optimization using BLUEPRINT

Pre-mobilization Meetings

Under its pre mobilization services, OTC’s compliance and engineering support includes:

  • Compliance presentation at pre mobilization meeting
  • Compliance review of approved permit

Operations

Under its operations services, OTC offers:

“We’ve seen that typically, Gulf of Mexico shelf operations do not benefit from the same level of BOP verification of compliance as deepwater operations – primarily due to the added cost of onsite personnel,” Bethea said. “By changing how compliance services are provided, we can help raise the standard for third-party verification of compliance for shelf operators – without adding additional costs.”

OTC’s integrated team of compliance surveyors and technicians can provide more services without adding more people on the rig – or incurring additional costs – a major step forward in compliance service delivery in the Gulf of Mexico and beyond.  Additionally, integrating verification, testing, overall BSEE compliance and failure reporting into one package not only increases efficiency, it reduces the risk of error and increases safety – all major wins for the oil and gas industry.
