Mr. Phelps is a Sr. Inspector for OTC providing clients with independent federal regulatory inspections for offshore oil and gas facilities. Inspections cover a wide range of activities from operations, environmental protection, and safety and apply to drilling, work over and completion, coiled tubing, wire line, and snubbing operations. Inspections include review of well control plans ranging from subsea to surface BOP manifold and safety devices.

Lead Inspector, Drilling (2011–2013)

Lead Drilling Inspector for the New Orleans District of the BSEE. Responsible for conducting federal regulatory compliance inspections offshore in the GOM. Regularly served as senior inspector in the full range of facilities, complexes and operations typically found offshore.

Responsible for the formulation of a Disaster Action Plan team in response to Severe Weather and Seismic anomalies. Coordinating with local government, emergency services, and installation managing authorities in providing realistic training scenarios focusing of response to Terrorist Attack and Emergency Management.
